The Plan

CHIP is working with Carebridge Community Support and the Saumure Group on a project to construct a 15-unit Affordable Housing building at 63 Halton Street in Perth.  The plan calls for 11 one-bedroom units and 4 two-bedroom units.  The Town of Perth has donated surplus land at the site and Lanark County has awarded $2.5 million in funding.

The total projected $4.3 million capital cost works out to just over $286,000 per unit, of which the County will contribute $167,000 per unit. In addition, Carebridge will receive an annual operating grant equivalent to the County portion of the property taxes, which is approximately $6,000 per year. 

The project is eligible for rent supplements for 7 of the units in the building to create ‘deeply affordable housing’, using the County’s rent-geared-to-income (RGI) calculation.  Lanark County Housing will determine the eligible residents for the 7 RGI units, and Carebridge will work with the County to fill the remaining affordable units. 

The remainder of the $4.3 million price tag will be covered by a mortgage and grants from Canada Mortgage and Housing Corporation (CMHC), an equity investment from Carebridge, and $300,000 in local fundraising spearheaded by CHIP.

Construction will be managed by local builder, the Saumure Group, who has just completed a similar 34-unit Affordable Housing complex in Smiths Falls. Occupancy at 63 Halton Street is expected in 2026.

 • All applicants will be recommended by Lanark County Family and Social Services.

 • All tenants have different needs and challenges including life skills, physical and mental health, financial and food security.

 • CHIP will develop a group of screened, trained and supervised volunteers to offer help and support to tenants if they choose.

 • This additional support will be planned, reviewed and evaluated by Lanark County Family and Social Services.

 • There will be opportunities for volunteers from various community groups to provide their expertise.
